JRA Notice to all Program Directors
Dear Program Director,
I regretfully inform you that the Department for Community Based Services will not be renewing the Job Readiness Activity (JRA) contract with Kentucky Adult Education (KYAE). The current contract will officially end on June 30, 2008. DCBS made this decision based on the unexpected decrease in caseload for eligible Kentucky Works Program (KWP) participants. Attached you will see the letter that is being sent today to notify all DCBS case-managers of the decision. As you will read in the letter, the decision is not a reflection on the implementation of the program by KYAE and the provider network, but one of fiscal practicality.
KYAE can be proud of its efforts in trying to implement a statewide strategy to serve the KWP clientele in Kentucky. It is a testimony to the dedication of our providers to be willing to take on and implement a new program strategy.
Please continue service according to the previously agreed upon guidelines for the JRA clients throughout the contract period (ending June 30, 2008). As a reminder, please do not purchase any materials, supplies or equipment from the JRA budget after April 07, 2008. The only allowable expense for the remainder of the year will be for instructional personnel costs. An additional reminder is that all equipment and material purchased through JRA funds will revert to DCBS after June 30, 2008.
While JRA is not part of adult education core services, this information may be important to you if you are preparing additional information to submit for delivering adult education services in FY 2008-2009 or if you are resubmitting your proposal to do so.
We certainly agree the partnership created can have the continued benefits for those we serve. So, always remember to keep the doors of communication open and use DCBS as a resource in serving the adult education needs of your community.
