Kentucky Adult Education (KYAE) has established the Program Director Council to serve as a key group called together for the purpose of consulting, discussing and counseling KYAE on adult education policy and issues affecting the entire state system and to respond to requests from KYAE for such direction.
Membership of the Council will consist of all categories of funded providers and the President of the Kentucky Association of Adult and Continuing Education (KAACE). In an effort to provide continuity for the future, the following plan for the structure and procedures for the Council has been developed:
The members of the Council will be appointed by KYAE from among currently funded adult education providers, such as:
· community-based organizations,
· community colleges,
· public school districts,
· the current President of KAACE.
Program size, geographic distribution and type will be considered in appointing members to ensure equitable representation of the system. Additional members may be added as deemed advisable by KYAE.
Duties
Matters before the Council will entail the goals, objectives and priorities for the Commonwealth’s adult education system consistent with the Kentucky State Plan for Adult Education and Family Literacy, state legislation impacting the provision and/or quality of adult education services, the federal Workforce Investment Act, the new Framework for Adult Education and related issues, including, but not limited to:
· curriculum and instruction,
· student support services,
· policy studies, research and accountability,
· staff professional development, training and marketing,
· coordination with state and local workforce development and economic development initiatives,
· initiatives to enhance quality in adult education, and
· external partnerships that support the new Framework for Adult Education and special initiatives.
Council Procedures
Chairperson - The CPE Vice President for Kentucky Adult Education will serve as the Chair of the Council and will determine the agenda. In the case of unavoidable conflict, the Associate Vice President will act as chair at a specific meeting.
Secretary - The secretary will be the KYAE Executive Secretary.
Meeting dates and times - Members will attend meetings quarterly. Meetings will begin at 10 a.m. and conclude at 3 p.m. or at a time sufficient to complete the agenda. Subcommittees, if needed, will be established by the Council and meet outside of regularly scheduled Council meetings.
Subcommittee Membership - If a subcommittee is established, it shall consist of Council members and a KYAE staff member.
Terms - Each new program director member will be appointed for a two-year term and may be appointed for no more than two consecutive terms. These terms will be staggered, with half to be reappointed/replaced in one year, and the second half in the following year. KAACE membership will always be the current President.
Vacancies - Any member appointed to fill a vacancy occurring before the expiration of another member’s term shall be appointed for the remainder of that term and may be appointed for additional term(s) as deemed appropriate by KYAE. Members completing a term will be replaced at the end of the term to:
· emphasize continuous rotation,
· involve as many providers as possible, and
· consider diversity in demographics, geography and program size and type.
Attendance - Participation is an important part of membership on the KYAE Program Director Council and any subcommittees. Members who miss two consecutive Council meetings without notification may be replaced.
Expenses - Travel expenses for mileage will be reimbursed. Other travel expenses will be considered on an individual basis.
Staff Support - KYAE will provide staff support for the Council and each of the subcommittees.
